Harry Brock, a gruff business boss who wants to bribe politicians in Washington, brings his girlfriend, Billie Dawn—a former dancer with an outspoken personality. To improve his image, Harry hired journalist Paul Verrall to "polish" Billie. However, Paul actually opened Billie's eyes about history, politics, and how corrupt Harry was.
